Update on Canada Border Services Agency’s CARM Project

The Canada Border Services Agency (CBSA), through its CBSA Assessment and Revenue Management (CARM) project, aims to streamline the process of importing commercial goods into Canada and modernize import accounting and data management systems. The CARM project is intended to simplify the import process, allow importers to manage their own trade activity, improve compliance with trade rules and regulations, and increase border security.

The CBSA successfully launched the first two releases of the CARM project in January (Release 0) and May (Release 1) of 2021. 

These releases are the foundation on which the third release (Release 2) will be constructed.

However, the CBSA has confirmed that it does not intend to proceed with the implementation of CARM Release 2 (originally scheduled for May 2022) at this time, and this phase of the project has been adjourned further until January 2023.

The CBSA will continue to consult with the Trade Chain Partner Working Group and communicate updates via its CARM website.
