In Québec, municipalities use triennial rolls based on values set 18 months before the roll begins, with assessment notices mailed within 60 days of deposit for properties greater than $3M and tax bills mailed to property owners before March 1 of each year.

Certain events can trigger an assessment change outside the normal roll cycle, including major construction or renovations, changes in property use, fire damage, demolition, or partial destruction, and may result in either an increase or decrease in assessed value.

For standard notices of assessment, assessment review applications must be filed no later than April 30 of the roll’s first year, while supplemental assessment notices must be reviewed within 60 days of the notice’s mailing date.
