The Debt Retirement Charge (“DRC) is payable on electricity consumed in <st1:state w:st="on"><st1:place w:st="on">Ontario. All revenues from the DRC are used exclusively to pay down the residual debt of the former Ontario Hydro. The DRC is paid by most electricity users and replaces debt servicing costs already included as part of electricity bills. All distributors and retailers of electricity in <st1:state w:st="on"><st1:place w:st="on">Ontario are required to be licensed by the Ontario Energy Board and, in addition, must register as DRC collectors before selling or supplying electricity. This guide was issued by the province to assist distributors and retailers of electricity in the completion of a DRC return.
