Ryan Principal, Michael Allen, Joins D.C. Property Tax Assessment Study Group; Will Share Knowledge and Expertise on Reforming Appeals Process

Dallas, Texas -- Ryan, the leading tax services firm in North America, with the largest transaction tax practice in the United States and Canada, today announced that Ryan Principal, Michael Allen, has accepted an invitation to serve on the D.C. Property Tax Assessment Study Group for the Council of the District of Columbia.

The Council of the District of Columbia Committee on Finance and Revenue (“Council”) recently announced Bill 18-530, “Real Property Tax Appeals Commission Establishment Act of 2009.” As a result, the Council intends to abolish the existing Board of Real Property Assessments and Appeals (BRPAA) and replace it with the Real Property Tax Appeals Commission (“Commission”), a professional board consisting of 12 paid Commissioners. To support the implementation of this new Commission, the Council has invited a select team of tax practitioners, representatives from the District of Columbia’s Office of Tax and Revenue, and various property owners to serve on a blue-ribbon study group committee to explore ways to improve the District’s BRPAA.

Ryan Principal, Michael Allen, will serve on this committee, sharing decades of best practices and strategic thought leadership in the areas of property tax valuations, assessments, and appeals. Together with his fellow committee members, Michael Allen will offer input and recommendations on how to reform the assessment appeals process in the District of Columbia. Michael Allen specializes in the valuation and appeals of complex and investment-grade commercial real property for property tax assessment purposes throughout Maryland, Virginia, and Washington, D.C. With more than 20 years experience, he is recognized as a national expert in the valuation and assessment appeals for the hospitality industry, as well as office, retail, industrial, apartment, and special purpose properties. He is a current member of several legislative task forces dealing with tax issues in Virginia and Washington, D.C.
