On Monday, March 16, 2020, Governor John Bel Edwards issued Proclamation Number JBE 2020-30. The Proclamation suspends all legal deadlines, including administrative agencies and boards, “…until at least Monday, April 13, 2020.” This includes Title 47 of the Louisiana Revised Statutes, which deals with revenue and taxation. Therefore, this will be applicable to the Louisiana Board of Tax Appeals and the Louisiana Department of Revenue.
Also, as of Monday, March 16, 2020, the Louisiana Legislature has recessed the 2020 Regular Session due to the COVID-19 pandemic. The Legislature passed HCR 27 by both Chambers and will be recessed until Tuesday, March 31, 2020 at 11:00 a.m. CDT. The Legislature does not finally adjourn until June 1, 2020.
Essentially, this development means that all legislative bills will be parked until March 31, 2020, at which time these bills will be scheduled for their normal Committee hearings. Ryan’s Advocacy team in Louisiana will be closely monitoring this throughout the process and reporting on any activity or changes in the schedule that may occur until that point. They will also be in contact with jurisdictions regarding the tracking of tax filings, extensions, and other important deadlines.
