Former Executive Director of the Federation of Tax Administrators, James R. Eads, Jr., Rejoins Ryan as Public Affairs Director

Dallas, Texas – Ryan, the leading tax services firm in North America, with the largest transaction tax practice in the United States and Canada, today announced that James R. Eads, Jr. has resigned his post as Executive Director of the Federation of Tax Administrators (FTA) to rejoin Ryan as a Director in the Firm’s Public Affairs practice.

Mr. Eads spent the past two years leading the FTA from its Washington, D.C. office, where he represented the interests of tax administrators before federal policymakers and served tax agencies across the United States, District of Columbia, and New York City. He will continue to advance the cause of good tax policy through principled and effective advocacy as a key member of the leadership team of Ryan’s rapidly growing Public Affairs practice.

Mr. Eads is a nationally recognized tax leader and serves on the State Tax Advisory Board of CCH, the Advisory Board of the Georgetown Advanced State and Local Tax Institute, the BNA Tax Management State Tax Advisory Board, and the National Tax Association Board of Directors as an Advisory Member. He is a past President of the National Tax Association and former Chairman of the Electronic Commerce Task Force of the Council On State Taxation. Mr. Eads has also taught state tax law as an Adjunct Professor at the University of New Mexico School of Law.

In addition to his experience with Ryan and the FTA, Mr. Eads’ impressive resume includes service as Chief Counsel for the Arkansas Department of Finance and Administration Revenue Division, Senior Attorney and Government Relations Counsel for AT&T Corp., Senior Tax Attorney for Sears, Roebuck & Co., Partner in a national accounting firm, and Director for the U.S. Internal Revenue Service. He has a Bachelor of Science degree in Business Administration and a Juris Doctor degree, both from the University of Arkansas.
