Jason DeCuir, Former Executive Counsel for the Louisiana Department of Revenue, Joins Ryan as Public Affairs Director

Press Release Sep 02, 2014

Dallas, Texas – Ryan, a leading global tax services firm with the largest indirect and property tax practices in North America, today announced that Jason DeCuir has joined Ryan as a Director in the Firm’s Public Affairs practice.  He will be based in the Firm’s Baton Rouge, Louisiana office.

Mr. DeCuir resigned his previous position as Executive Counsel for the Louisiana Department of Revenue (LDR) on August 6, 2014.  He had served as an advisor to the Secretary of the LDR and to the Executive Branch of the State of Louisiana on legal issues affecting state taxation and tax policy.  Since 2011, he has played several prominent roles in the LDR and was a key liaison with the Louisiana Congressional Delegation to foster communication related to Louisiana state tax policies.  He managed the LDR Criminal Investigation Division, the Public Affairs Division, and the Litigation Division, with an average case load of about 3,000 files.  He also oversaw tax policy through the Policy Services Division, and was responsible for participation with all national organizations for state tax administration, ensuring that the LDR remained competitive with national rankings and policy-making trends.

In addition to his experience with the LDR, Mr. DeCuir has worked in both the public and private sectors as the founder of a consulting firm, advising corporations on governmental relations matters, and an attorney for several Baton Rouge-based law firms.  Mr. DeCuir has a Bachelor of Business Administration degree from Howard University, a Master of Business Administration degree from Louisiana Tech University, a Juris Doctor degree and a Bachelor of Civil Law degree from the Louisiana State University Paul M. Hebert Law Center, and a Master of Laws degree in Taxation from Georgetown University Law Center.

“I am excited to join the outstanding professionals at Ryan, and I look forward to adding client value through effective advocacy for fair and equitable state and local taxation,” said Mr. DeCuir.

“Jason DeCuir adds considerable strength and experience to our industry-recognized Public Affairs practice,” said G. Brint Ryan, Chairman and CEO of Ryan. “His knowledge of complex tax legislative and regulatory issues will be invaluable in the development and execution of effective public affairs strategies for our clients.”
