Joseph D. Monzon

Vice President and Managing Consultant

As Managing Consultant, Joe has successfully represented all types of commercial properties, including ski resorts, hotels, offices, apartments, and medical buildings over the course of his 44-year career. He has experience at all appeal levels in tax jurisdictions throughout Arizona, Colorado, Idaho, Montana, Nevada, Utah, and Wyoming. Joe is an expert witness before the Colorado Board of Assessment Appeals, the Utah State Tax Commission, and the Nevada State Board of Equalization. He is a former supervisor with the Arapahoe County Assessor’s Office and Assessment Analyst for the Appraisal Standards Section of the Colorado Division of Property Taxation. Joe is a member of the Institute for Professionals in Taxation (IPT) and past President of the Colorado Association of Tax Appraisers. He has spoken before various organizations, including the IPT, Institute for Real Estate Management, Apartment Association of Metro Denver, Building Owners and Managers Association International, and Colorado Real Estate Journal Property Management Conference.

Matt Poling

Principal

Matt specializes in the valuation, assessment, taxation, and exemption of real and personal property on a state and local level for his clients. On a recent engagement, he helped a client save more than $2.5 million over a two-year assessment period by analyzing its valuation issues, communicating the issues with the client and then the county, and working through the mediation process at a state-level review board. As Client Principal, Matt will be responsible for the overall engagement and will coordinate the interaction between the client and Ryan’s National Commercial Real Estate Property Tax practice. In this leadership role, Matt will help ensure that communication is prompt, timely, and takes place well in advance of any deadlines, and that all questions are answered.

Richard Edwards

Principal Consultant

As Principal Consultant, Rick Edwards offers clients more than 30 years of experience in the property tax industry, representing and negotiating valuations on behalf of property owners throughout the Rocky Mountain West. Combining his knowledge of Arizona, California, and Colorado taxing jurisdictions with expertise in real estate valuation, property taxation, assessment appeals, forecasting valuation, and tax estimation, Rick gives clients an edge in managing and reducing their property taxes. He has represented thousands of properties of every type through all levels of real estate tax appeal in Arizona, California, and Colorado. Rick is a former Maricopa County Assessor’s Office Level III Appraiser and is a Registered Property Tax Agent in the State of Arizona. He has Arizona Department of Revenue Level II Appraisal Certification and Marshall & Swift Commercial Cost Approach Certification. Rick is a member of the Institute for Professionals in Taxation and the Arizona Tax Research Association.

Beth Diehl

With more than ten years of property tax experience in valuation and consulting and extensive knowledge of business personal property, sales and use tax appeals, our market leader Beth Diehl represents clients of all property types in Arizona, Colorado, Montana, Nevada, Utah, and Wyoming. Beth also handles special purpose properties and handled the largest tax appeal in Adams County between the years 2015–2016.

Michelle Tarbell

Senior Manager

Eight years of experience in property tax consulting and three years of experience as a senior analyst for a multifamily brokerage firm have positioned Michelle to focus on reducing the property tax burden of her clients. She currently provides valuation review, advisement, and appeal services within taxing jurisdictions in 12 states, including Colorado, with a focus on multifamily, hotel, and retail properties. In the Colorado 2017–2018 revaluation, Michelle helped her clients achieve tax savings of more than $4.5 million.
