As commercial real estate continues to pick up from the pandemic, Philadelphia industry rebound reflects a tale of four cities. Industrial and manufacturing properties continue to sustain strong momentum with overall healthy occupancy rates and demand. The industrial and distribution market has experienced record sale prices and leases in suburban areas, while the economy has not returned to pre-pandemic levels within the city proper. Office properties are struggling as the hybrid work-from-home model sorts itself out. This uncertainty is also affecting business travel to Philadelphia, causing occupancy at hospitality properties to remain well below pre-pandemic levels. All of these factors will continue to affect real estate, just as the city of Philadelphia releases values for the 2023 reassessment. While the tax rate will not change, assessed valuations are expected to increase in aggregate more than 30%.

The suburban Philadelphia counties are expected to see increases in equalized market values, driven by the continued decline of the ratios, calculated on a county-by-county basis by the State Tax Equalization Board (STEB). The ratios are based on sales data provided by the counties and inversely relate to a property’s base year assessed value. Opportunities for appeal this year across the state should be more prevalent than in the past.
